Wanting to change policy and knowing how to change it are two different things. Christine learned this early in her career, which is why she set out to find a master’s programme that could bridge that gap. Her goal was clear: become an effective policymaker by understanding how policy is created.
To get there, she needed a specialised programme. “While many universities provide degrees in public administration or political science, University of Miami’s (UM) Master of Public Policy (MPP) stood out as the only programme that focused specifically on public policy,” she says. “This programme has opened my eyes to the art of legislation, how ideas move from concept to law, and how thoughtful policy can create real change.”
Offered through the Political Science department, the MPP has a well-rounded curriculum. It brings together the economic, political, and social components of public policy. The MPP degree prioritises the development of both soft skills, such as effective communication, and skills like analysis are honed too.
“I’d recommend this programme to anyone aiming to make a meaningful impact in their community by shaping policy at the legislative level,” says Christine.

Graduate programmes for public impact
To prepare tomorrow’s public leaders, the Political Science department runs two three-semester graduate programmes: the MPP and the Master of Public Administration (MPA). In the MPA programme, you develop confidence as a leader while strengthening your abilities in human resource management and statistical analysis to make informed, impactful decisions.
“The MPA is special both because of its place at UM and because the programme equips us with the tools to explore and solve problems with an interdisciplinary approach,” says MPA student Riley. “My experiences within the programme, and the university at large, reflect our ability as students to form strong connections, lasting relationships, and a supportive community.”
Governments often move slowly. Chaos is normal, with no end to real‑world constraints. It’s impossible to learn this through theory, which is why programmes like the MPA push students into the places where decisions happen.
“Professors organised field trips to county budget hearings, connected us with local officials through luncheons, and encouraged us to participate in conferences where we met local practitioners and scholars in the field of public administration,” says MPA graduate Shan Gao. “These experiences also helped me build professional networks that led to my first internship in county government.”
Like Gao, all students can apply what they learned in internships with organisations such as the City of Coral Gables, Miami-Dade County, CAIR, and the US government. In these professional settings, MPA students gain even more sought-after skills, such as budgeting, workforce management, programme planning, healthcare administration, and international management.
These are skills that take MPA graduates far – including to some of the field’s highest ranks. “The programme’s courses, such as Organisational Dynamics and Human Resource Management, helped prepare me for my appointment as Chief of Police and continue to guide my leadership decisions today,” says graduate Trevor Shinh.
Apart from public positions, the MPA prepares students for a diverse range of roles — and recognition. “Studying US public administration, management, and international affairs gave me a strong foundation, and I still see that influence today in how I approach storytelling in my news and documentary work,” says graduate Jiayuan Xu. “In some ways, it’s even contributed to projects that later received international awards.”

The MPP, meanwhile, explores economics, policy analysis, and ethics, empowering you to dissect pressing social and global challenges from multiple angles. The programme demonstrates how economic incentives and policy frameworks shape government decision-making and public outcomes.
It’s a skillset that sets you up to lead in government, nonprofits, and the international and private sectors. MPP alumni have moved into roles such as Assistant Vice President at Kane, McKenna, and Associates, Director of Community Education at a nonprofit in Michigan, Data Visualisation Designer at Equinox, and Interactive Journalist at NBC News.
Whichever programme you choose, you learn from award-winning, student-focused faculty in small, engaging classes. “The MPP professors offer a wide range of expertise and emphasise real-world examples and skill-building in our classwork,” says graduate Anaïse. “They provide individualised feedback and mentorship to MPP students.”
Your living laboratory for global change
Miami is where the Americas intersect. Pursuing an MPA or MPP here, at the gateway to Latin America and the Caribbean, lets you see how policies and decisions affect multiple cultures, industries, and economies. Today, this location comes with front-row seats to address another newer, urgent concern: climate action.
For instance, Miami-Dade County’s Chief Heat Officer is actively designing and implementing cooling strategies. The city’s shift to electric buses shows how procurement decisions and infrastructure policy can spur the clean energy movement. Along Biscayne Bay, living shorelines and mangrove restoration projects reveal how governments weigh nature-based solutions against budget constraints and community needs. The Underline — 10 miles of green corridor beneath the Metrorail — shows urban planning policy reshaping a neighbourhood in real time.
What these examples show is that your time here as an MPA or MPP student won’t just set you up to create change in Miami. It’s more of a masterclass in governing under uncertainty, and that prepares you to lead anywhere.
